Council Services

Horwich forms an integral part of the Bolton Metropolitan Borough electing three Councillors for the Horwich and Blackrod Ward and three Councillors for the Horwich North East Ward.

Finance for local government is obtained through central government grants and the Council Tax is collected by Bolton Council, and they have an access point located in Horwich Library.

The Horwich Parish (which consists of the whole of Horwich and part of Lostock) is divided into six wards: Vale, Bridge, Lever Park, Church, Claypool and Brazley, with 14 elected representatives serving an electorate of over 15,000.

Members of the press and public are welcome to attend meeting of the Horwich Town Council which are normally held in the Council Chamber, Public Hall on the following days:

Finance and General Purposes Committee
Second Monday in the month

Town Council
The Thursday of the week following the week on which the Finance and General Purposes Committee met.

Planning Committee
Follows the meeting of the Town Council. Horwich Town Council makes recommendations about planning applications in the Parish of Horwich to Bolton Council. Bolton Council, as the Planning Authority, make the decisions.

The public may speak at meetings:
At the meeting of the Town Council and the Finance and General Purposes Committee the public may take part in accordance with the Council' standing orders (rules). At the meeting of the Planning Committee an opportunity is given to the applicant or members of the public affected by a planning application under consideration to make their views known to the Members.

Access Point Face to Face Services at Horwich

Bolton LogoPayment for all Council services can be made here by debit/credit card. Any enquiries regarding council tax, housing benefit and council tax benefit can also be dealt with. A front line service for Bolton at Home is also provided. Other services include blue badge and bus pass applications, free school meals, bulky collections, Smart cards, Homes for Bolton, recycling and dog waste bags along with a selection of bus and train travel guides.

An Access Point FREE phone service is also available for the following Bolton Council Services: environmental services, housing benefit/council tax benefit, council tax, housing repairs line, Homes for Bolton, social services, payment line for all council services by debit/credit card, bin and recycling issues, pupil & student enquiries, library book renewals, faulty street lighting, grass cutting, pest control and trading standards.

Horwich Council Meetings

Meetings of the Horwich Town Council are held in the council Chamber, Public Hall, Lee Lane, Horwich on the second Monday of the month (except in July) and usually on the Thursday of the week following it.

Cllr Peter Baxendale, became Town Mayor on 12 May 2011 and his term of office will last one year.
